Use and Procedures:
Those considered eligible for the J. Reginald Miller Memorial Scholarships shall be full time, regularly enrolled undergraduate students at Washington State University who, at the time of receipt of the scholarship award, are pursuing a course of study leading to the degree of bachelor of Arts in Communications, specializing in Broadcasting or Broadcast Journalism, or similar course of study hereafter created. Scholarship recipients shall be determined on the basis of need, dependability, integrity and willingness to work above and beyond what is expected of them. If, in the opinion of the selection committee hereinafter created, no one adequately meets the above criteria during any year, then and in that event, no scholarship shall be awarded for that year.

Scholarship recipients shall be selected by a committee composed of the Manager of the Radio TV Services at Washington State University, or similar office hereafter established, and such other person or persons as the Chairman of the Department of Communications or similar office hereafter established, may, in his discretion appoint.

The amount of award to each recipient shall be determined by said selection committee and need not be in equal amounts to each recipient. It is recommended but not required that scholarship awards to each recipient be in the sum of $200. It is recommended that any student receiving an award hereunder be asked to write a note of appreciation to Mrs. J. Reginald Miller, wife of Mr. Miller.

Payment of Scholarships: Scholarship grants awarded hereunder shall be prorated between academic term in accordance with the number of such terms in any academic year. Payment shall be made at the time of registration for each term, through University payment procedures existing at the time of such registration. Should any recipient fail to so register or at the time of registration be ineligible for such payment, then and in that event said selection committee may selected one or more alternate recipients, or may, in their discretion, carry the unused monies forward to the next succeeding academic year for award during such year.

History:
J. Reginald Miller, a member of the WSU class of 1938, and who, from 1969 until his death on January 15, 1973, served Washington State University as Director of University Relations. Mr. Miller was outstanding in his work, and highly regarded by his colleagues from both within and without the University.
